Method

A change register is useful only if status and interpretation stay separate.

FCRisk Regulatory Change Intelligence classifies each development by legal or supervisory status before analysing its potential effect on Financial Crime control architecture.

A final rule, an effective requirement, supervisory findings and a consultation are not interchangeable. The methodology preserves that distinction throughout.

Status discipline

Five labels prevent regulatory signal from becoming regulatory overstatement.

Effective requirement

A legal or regulatory requirement that has entered into force or application.

Final / adopted

A final instrument whose application may begin later.

Supervisory findings / guidance

Regulatory observations, good/poor practice or guidance informing expected control outcomes without being presented as a new rule.

Proposed / consultation

A draft instrument or proposal still capable of change. FCRisk states the consultation status and does not describe it as effective law.

Transition / implementation

An implementation milestone, reporting exercise or phased transition relevant to readiness and control design.
